Moving, inserting, duplicating...

If you right-click on a rule, it lets you duplicate that rule, or add a new rule before or after the selected rule. If you right-click on a Rule group header, it lets you duplicate that rule group or move it to a different layer.

Order of applying rules

Right now, rules are applied starting with the smallest cell in the grid with the X coordinate being increased first. After one layer is done, the process starts again with the second layer. 

Note that this order might change in the future based on new features being added.
